This is my opinion: A weekend build tick may be a good idea for people. So people who cap at the very last minute will have Friday or Saturday to RuneScape gold do so (generally less busy with their school or work), while people who like to cap first thing will have a similiar opening. For the rest of us, like myself, can cap at any time throughout the week. To change the tick, this is what it will mean:

The tick is charged for a week's worth maintenance after you move the tick. However, no upgrades are made. The tick will return to its previous state the next day, which happens to be the day you're shifting it to. Because this is a large decision that affects everyone, everyone should have thier say in it. I put up a series of poll questions to see the general feeling about it, and from there devise a course of action with the staff/community/people.

What do these resources serve? All of our stuff must be kept in good working order. Tier 7!!! Tier 7! Recent Updates. Not this week. All funds go toward maintenance and Tier 7.

Cosmetic Additions. We are now at tier 7 and we are able to get back to working. Right now we're working on three goals at once. To ensure that we are always able to find something to do I have a system that keeps cosmetic items on hand. A magnificent hedge is currently being constructed, which will be costly, but will look good. It will be found in the North-West close to the mines and kiln. We are also working on shields that will be hung on the second floor of the keep near the party area. We are working on upgrading the benches in the party room to be a cloth-covered overflow item.

I am sure that skillcapes and achieving an 89 in a particular skill isn't as difficult as it used to be back in the day. I want to tell you guys this before you get all snarky about how it is an unnecessary effort. I've been playing Scape since late 2004 and I reached 99 cooking in late 07 as a free to play player. This was an enormous achievement for me back in the day, when there were no skill caps, which was a huge thing for me. It was hard work and took a lot of effort. Since then I have been able to cheap RS gold score two 99s.
